Decentralized Autonomous Organizations (DAOs) have recently revolutionized decision-making processes, marking a new era in collective governance. Initially, the first wave of DAOs championed a model where any member could propose changes, with the entire community participating in the vote. However, a more nuanced approach has emerged with the advent of second-generation DAOs. These newer models skillfully blend the decisive efficiency of centralized corporate structures with the inclusive, participatory ethos of decentralized systems. It's this evolved balance of strategy and community that ISC is actively adopting, signaling our commitment to a more advanced and cohesive approach in decentralized governance. At the forefront of our DAO model is the establishment of a Council, comprised of experts and initially the ISC team. This Council will be responsible for drafting and proposing initiatives to the ISC DAO. It will leverage its expertise to guide the direction of ISC, ensuring that proposals are well-informed and strategically sound. Yet, true to our commitment to decentralization and community empowerment, the DAO, powered by the $INTL, retains the key role within our governance structure. The DAO has the power to veto any proposal put forward by the Council. This veto power acts as a crucial check and balance, ensuring that the Council's decisions are always aligned with the broader community's interests.
